長久以來一直守護地球和平的兩大英雄組織，他們的名字就是幪面超人及超級戰隊。但是顛覆歷史的事發生了，幪面超人帝騎（門矢士）突然攻擊超級戰隊，同時海賊戰隊豪快者（船長．馬比拉斯）也開始攻擊幪面超人。帝騎集合了撒旦幫的成員以首領的身份組成「大撒旦幫」，而馬比拉斯則集合了宇宙帝國殘虐的成員以帝王的身份組成「新帝國大殘虐」。
幪面超人Fourze（如月弦太朗）及幪面超人Meteor（朔田流星）就讀的「天之川學園高中」遭到大殘虐的攻擊，同時特命戰隊Go Busters亦受到大撒旦幫的攻擊。在幪面超人OOO（火野映司）及泉比奈受到襲擊時，介入這場戰鬥的幪面超人Diend（東海大樹）得知馬比拉斯襲擊幪面超人的目的是為了得到宇宙的最大寶藏。
在多次戰鬥中倖存的大樹、比奈、豪快藍（祖．基布堅）及豪快綠（東．多哥伊亞）為了解開兩大英雄組織對決的真相，他們坐上Denliner回到過去，在那裡他們遇到什麼呢？
然而他們回到現代後，出現在他們面前的是幪面超人一號率領的幪面超人軍團跟由赤連者率領的超級戰隊軍團的超人大決戰，史上最大的英雄決戰正式展開。這個局面的形成是命中注定？還是是某個人的陰謀？這場戰鬥，無論是誰也沒辦法阻止！
